Katsura River live camera — Arashiyama, Kyoto
It passes under the Togetsukyo bridge at Arashiyama and joins the Yodo. Both a sightseeing view and a river people watch for floods.
What you are looking at
Water spread across the Kameoka basin is squeezed once through the narrow valley of the Hozu gorge, then opens out at Arashiyama and runs down. Past the Togetsukyo bridge it joins the Uji and the Kizu at Oyamazaki, and from there it is called the Yodo.
The thing to watch is how far a familiar view changes. On an ordinary day you can see the stony bed and the riffles; as the water rises the riffles go, then the bed, and the feet of the bridge piers grow thick. This is where water out of a narrow valley spreads onto flat ground, so the rise is visibly fast.
In September 2013 Typhoon Man-yi sent flood water over the deck of the Togetsukyo itself. Ninety-three houses and about ten hectares were inundated at Arashiyama, and downstream near Kuga bridge the water went over the embankment along some four hundred metres. The city of Kyoto issued evacuation orders to about 100,000 households, some 250,000 people.
The rain that did it came to 300 to 350 millimetres upstream, at 30 to 40 millimetres an hour. It was not the kind that falls all at once but the kind that keeps on falling and accumulates. Storage at the Hiyoshi and Amagase dams upstream is estimated to have held the level down by some tens of centimetres.
It rises at the end of the rainy season and in the typhoon months of August and September. What tells here is not a short downpour but rain that keeps falling. The change reads better on the day after a long spell than on the day it starts. Drops on the lens soften every edge. Follow the local authority's instructions on evacuation. This is not one camera but several places shown in turn.
